Inelastic X-ray Scattering (IXS) is a powerful tool to study elementary excitations in matter – with a scope covering charge, orbital, spin and lattice degrees of freedom. Over the last 30 years, several IXS techniques evolved from exploratory pioneering experiments into mature and indispensable techniques, performed at synchrotron radiation facilities around the world on a regular basis. In this endeavour, Deutsches Elektronen-Synchrotron (DESY) holds a prominent place, where many of the groundwork were performed. With PETRA III, we are delighted to witness inelastic x-ray scattering techniques coming back to DESY with a brilliant perspective. Since IXS is a Photon-in/Photon-out technique, it studies true bulk-properties of matter, and its finite momentum transfer gives access to length scales on the atomic and molecular level. These unique properties make IXS an ideal tool to investigate elementary excitations including phonons, magnons, plasmons, and their spatial evolution in condensed matter. Emergence of new x-ray sources, detectors, and further development in x-ray optics continuously increased the signal quality, improved the energy resolution, and more recently enabled the study of non-equilibrium states, which broadened the applications of IXS into new fields. These novel experiments resulted in new, fascinating results.

The 10th international conference on IXS will be hosted by DESY, Germany, following the traditions of the past IXS conferences at: Krakow, Poland (1992); Tokyo, Japan (1995); Montauk, USA (1998); Haikko, Finland (2001); APS, USA (2004); Awaji, Japan (2007); ESRF, France (2010); SLAC, USA (2013); and NSRRC, Taiwan (2015). IXS 2017 will bring together researchers from all over the world working in the field of inelastic x-ray scattering. It will provide a forum for scientists to present new discoveries and research related to resonant and non-resonant inelastic X-ray scattering, and opportunities to exchange information about the latest technical developments and applications.

Topics of the 10th IXS include experimental techniques and technical development, applications of IXS in various scientific disciplines, and theory related to IXS and its applications. The scientific program of the 10th IXS will consist of plenary and invited talks, and poster sessions, all scheduled with ample time for discussions.
