The possiblity of creating a photon collider Higgs factory as a first stage of a future linear collider program has recently been reviewed. An estimate of the cost savings has been made and compared to other early options for a linear collider program. The cost savings is not particularly large when compared to an e+e- Higgs factory option. However we note several possible accelerator technology advances which could reduce the cost of a photon collider Higgs factory option and make it more attractive.
