The ranking we had was:

A1/A2, A1, A1 (German side)
A1, A2 (russian side).

There were in total 23 applications and more than 10 had everywhere the 
best ranking A1. Six applications have been admitted --> also very good 
applications had to be turned down.

Especially the working plan was not completely convincing. 
There was insufficient informatin to evaluate the physics analyses.
Concerning the milestones it was said, that there no plan, which was 
enough detailed. Also the manpower was not discussed, although the 
reviewers knew, that the former group had worked very successfully. 
But again, there was not sufficient information to evaluate the physics
analyses.

In total the SiPM effort was especially positiveley emphasized, but the 
referee felt that the information on the physics was not engouh for a 
clear judgement.
The second referee also was worrying about the working plan: 
  The aim seems to be much more clearly defined and elaborated than the 
  plan of how to achieve them. This needs more work early in the project
