Minutes POF V meeting 20.5.2025

Present: Isabell, Ties, Axel, Sasha, Frederike, Thomas, Kai, Elisabetta (minutes)

- First draft or at least some clear ideas should be ready by the Lenkungsausschuss Materie on 19th September
- Handing in mid December
We will have biweekly meetings with the writing team. Retreat MU-FPF on 19-20 June 
21st July: first summary of the strategy at the FH retreat
Isabell then reminded of the summary of what was discussed in the past and then did not continue (see her slides).
At the level of directorate the volume of budget will be decided around summer. Ties said that for FPF, this will not be very relevant.

Axel asks for strategic discussion. Have BabyIAXO and MadMAX in MRU? How do we deal for this? 
Ties said that in principle it can be discussed. At priori Matter will not go with fundamental changes. Ties said that we should only do it if there is a major advantage. 
Axel said that the FPF budget is going down. 
Frederike said that we should put axions where we think we have a good strategy for this. 
Isabell then showed the previous subtopics and the new 3 subtopics as we have thought them in 2023 and the mapping to our experiments.
Isabell said that searches are missing, in spite being one of the main topics. 
Thomas said where is operations. Ties said this is how we structure the report, not the topics.

Ties said that we have to emphasize what we can do with HL-LHC and what are our major scientific goals in the POF V period, to be distinguished from POF VI. 
Elisabetta said that the Higgs potential and double Higgs will be the main emphasis for Higgs, as written in the ESPPU document.
Axel said that instrumental (like Lattice) are mixed with physics questions, so the list of activities under each subtopic is confusing.
Ties said should have another round to discuss the topics, also titles are too long.
Ties said that the 50% resources into technical work (includes operation, detector performance, upgrade) may change after upgrades are finished.
There was a discussion about what written in the strategy paper from 2024 (see slides).

Ties said that there are four strategic questions:
- where axion go (babyIAXO and MadMAX), if in MRU or stay in FPF
- What is the HL-LHC foreseen activity
- Future of Belle II and flavor program
- Is there room for something on top?

Thomas says, when endcaps are ready, the effort on HL-LHC will be reduced. 
Ties said the danger is real. We have to develop a very convincing case that some people will go elsewhere. Isabell has to look for people who are there. 
Ties said that we need to make an exciting case for the physics at the HL-LHC. Isabell said that we should concentrate on topics where we have expertise on the detector.

Next meeting should be on the axion, strategy arguments pros and cons versus MRU. Axel will organize a small strategy meeting before with Thomas and Frederike. We should meantime all start thinking about the subtopics, to arrive to a proposal on the 19th June.
