NAF status

Lustre mounted read-only on August 1st
stability issues with ATLAS dCache in Zeuthen
- postgreSQL data base was getting slow
- but in EMI SL6 dcap client causing DoS
CMS dCache downtime August 28th
many requests to NAF helpdesk regarding changes in SONAS quotas
- should inform users about procedure (creation by UCO, quota via experiment list)
- UCO can raise quota on emergencies
